Health Insurance requires some explanation and is aimed at those who come to work or start a business in Bulgaria.
There are many insurance companies in Bulgaria. They are easy to find on internet. At this point we cannot give you a preference. In time we will inform you more on this. Most companies have an English version of their website. Do not be surprised if the English pages contain less information. With the help of Google Translate it is possible to understand most of the information.
A Health Insurance is an addition to the monthly payment of Social Contributions to the state. When employed by a company your employer will pay these contributions. Business owners will need to pay their own social contributions advised/preferably with the assistance of an accountant.
Working in Bulgaria
Your employer will pay your social contributions form the day you start working. The social contributions are 30,77% of and deducted from your gross wage. Your additional private health insurance will start after the first 6 months of a full time employment situation. In case you are n sick leave it is always necessary to get a sicknote, but your absence is considered unpaid leave. For more information on sickness at work and sicknotes, read here. The national sickness leave compensation starts only after your 6 month trial period. Therefore we advise that you organise a travel insurance so for immediate and urgent care you have an insurance to help you out. A travel insurance does not cover sickness from work, but should compensate your medical expenses.
After 6 months working in Bulgaria you will receive the company’s health card. This health card is from your company’s health insurance contract. The HR department will be able to supply you with an explanation and a document what expenses are covered. A lot of expenses that you are used to from your home insurance are also covered in Bulgaria. The compensation might not be 100%, there is always something. Normally compensations are refunded directly into the same account where you get your wages. Always ask your HR how the insurance works, what you need to do and what they need from you for your compensation!
In general you are at the doctor, hospital, or such you show your health card. After your visit you pay your expenses and you request an invoice. This invoice goes to your HR department. Your HR will arrange your compensation from the insurance company. For example if you need new glasses, bring your receipt to HR, also for new glasses there is a compensation.
Business owners can obviously also get (extra) Health Insurance. Inform with various insurance companies for insurance of yourself and/or family members. Keep in mind that as a business owner you are required to pay social contributions aswell.
If you receive your income from your own business in Bulgaria, you are required to pay Social Contributions. Just like in an employee contract the social contribution payments are a percentage of your derived or administrative income. This depends on the fiscal form of your business. For paying social contributions you will need to set up a payment entry system with the local municipality. They need to know who you are and through what ID numbers you pay social contributions for what ID number. We advise you to ask an accountant for more information and setting up a payment system for you.
If you are a solitary business owner (no employees) you can pay the social securities from your private bank account (Transfer = Payment to Budget). If you pay social securities for your staff you are required to have a company bank account to make these payments. In this case you will need keep a personal administrations and you will probably have an accountant to assit you with this.
The Social Contribution percentages for 2016 are:
General Social Securities: 17,12%
Health Contribution: 5,25%
Pension Contribution: 8,4%
Note: The minimum administrative income from a business is BGN 400/month.
So concluding, for your social coverage you are required to pay social contributions. These are not health insurance. And when paying these you can also get your additional health insurance.
